Family members are mourning after two men in their 70s died in a diving accident in the waters off Rockport Wednesday. Authorities first responded on Wednesday after police said they were notified of a diver in medical distress on Front Beach in Rockport around 11 a.m. Rockport Police Chief John Horvath and Essex County District Attorney Paul Tucker in a joint statement said the diver was taken to a hospital where he was pronounced dead. Authorities then launched a search later in the day after officials said they learned a second diver was unaccounted for. The search continued for hours and ultimately ended when officials said they recovered the second diver’s body late Wednesday afternoon. While an investigation was ongoing, officials on Thursday said the deaths were apparent drownings and identified the individuals who died as Alan De Oliveira Leao, 75, and Richard Brady, 78.Officials said there did not seem to be any signs of foul play.“These two were a pretty awesome duo,”...City of San Diego looks to toughen street vendor law

SAN DIEGO -- The City of San Diego is looking to tighten its sidewalk vending ordinance by going after vendors who are out of compliance. On Thursday, the city council’s Community and Neighborhood Services Committee approved an amendment from Councilmember Jennifer Campbell.“There are few rogue vendors who refuse to follow the rules and they have given us a hard time, in terms of enforcement," Campbell said. The city passed a sidewalk vending ordinance in 2022, requiring vendors to have permits and stay out of “no vending zones.”But complaints are ongoing over unpermitted vendors creating public and safety hazards in high-traffic areas along the coast, Balboa Park and the Gaslamp Quarter.Business owners and legal vendors who work in the Gaslamp are pushing for stronger enforcement as they deal with confrontations with out-of-town and unpermitted hot dog vendors. TOKYO (AP) — Razed a century ago by an earthquake and fire and then again by bombing during World War II, Tokyo is constantly recreating itself. These days, multibillion-dollar redevelopment projects are replacing aging downtown neighborhoods of tiny two-story homes and apartments, and in some cases cherished green spaces, with massive mixed office, retail and residential centers designed to help the city burnish its status as a desirable home for global business.Mori Building, one of the biggest players in this effort led mainly by private developers, is putting the finishing touches on two big projects. Toranomon Hills Station Tower, a skyscraper with office space that’s part of the earlier Mori Toranomon Hills project, is opening Friday. Mori JP Tower, a 64-story, 325-meter (1,067-foot) -tall skyscraper that will be Japan’s tallest structure, is part of Mori Building’s 600 billion yen ($6 billion) Azabudai Hills project, which is set to open in November.
